This verdict came after CPCB petitioned in court saying officials should be penalized for not controlling air pollution.

Supreme Court benched by Justice Madan B Lokur and Justice Deepak Gupta agreed and pass a verdict that says Officials or agencies taking no action to prevent pollution should be punished under Section 15 of Environment Protection Act which provides for punishment up to five years in jail.
After SC issued the order CPCB issued notices to companies and government officials as well.

CPCB told SC that they set up social media accounts for receiving complaints about pollution vendors and received 749 complaints yet. In an ongoing investigation, there is a clue that some government agencies were not taking appropriate action to stop pollution and Delhi-NCR region pollution level is already "severe".
Some study suggests that long exposure with this quality air can lead to Respiratory Diseases.
